Gujarat: सूरत के केमिकल फैक्ट्री में लगी आग, कई मजदूर घायल fire broke out in a chemical factory in Surat

  • Surat 11

Last night, a fire broke out in a chemical factory in Surat, Gujarat. Several explosions took place after the fire. Many workers working in the factory were seriously injured and were sent to private and government hospitals for treatment

Hydrant systems/ installations

Water being the main extinguishing medium, major fires can be controlled and extinguished by the use of water from firefighting hoses operated by the regular fire services. This firefighting water is usually obtained from hydrants installed on public mains or other premises.

Hydrant systems can be of two types:

1.    External Hydrant System: where the hydrants are installed in the open, like the city or town water mains, or hydrant systems installed in the open areas in industrial or such other occupancies.

2.    Internal Hydrant System: installed in buildings or structures to be protected.

Extinguishing properties of water

 Fire Safety Training & Certification

water is still the most efficient, cheapest and most readily available medium for extinguishing fires of a general nature. The method of applying water to a fire varies according to the size of the fire.

For major fires, greater quantities of water are necessary, and the built-in pumps driven by the vehicles. engines are often capable of pumping 4,500 liters (1000gallons) per minute (or more) giving the necessary energy to water to provide adequate striking power.

Fire emergency plan

 Fire Safety Training & Certification

There should be an emergency plan in place for dealing with a fire incident. The emergency plan is to ensure that the people on premise are aware of what to do in case of fire and that evacuation from that premise can be done safely.

Clear and relevant information as well as appropriate instructions to occupants or staff as well as the employers of other people working in the premises including contractors should be provided regarding prevention of fires and what to do in case of a fire. Other people involved, using any part of the premise, should also be coordinated and co-operated with. These are essential for effective implementation of an emergency plan.

Importance of fire safety management

 Fire Safety Training & Certification

Fire safety management deals with proper upkeep of all fire prevention, life safety and fire protection systems and features in buildings, as well as the response to an event of fire in the building. Proper fire safety management is a key element in the overall fire safety of a building and in ensuring safety of its occupants in an emergency. Building occupants and people tasked with fire safety management need to plan effectively to mitigate the effects of a fire in their building and bring normalcy within the shortest time possible.

Cause of electrical hazards

Fire Safety Training & Certification

Proper operation of electrical installations require that machinery, equipment & electrical circuits & lines be protected from hazards caused by both internal (arising within the installation) and external factors

Internal Causes

 Over Voltage

 Short Circuit

 Over Current

 Corrosion, leading to electrical current leakage to ground

 Heating of conducting and insulating material that may result in emission of toxic gases, component fires & inflammable atmosphere explosion

External Causes

 Mechanical factors like fall, bumps, vibration

 Physical & Chemical factors, natural or artificial radiations, extreme temperature, oils corrosive liquids, humidity

 Wind, snow falls, lightening

 Animals in both urban & rural settings may damage the power lines insulation & so cause short circuit or false contact

Fire prevention inspections

 Fire prevention inspections

Periodic site inspections should be conducted

by the person responsible for fire prevention and

control, or someone who has been delegated

to this duty. It is essential that the individual

making the inspection be competent in hazard

identification as well as the corrective measures

required for elimination or control of all hazards

noted. The fire prevention inspection report should

be written and received by project management.

Include an inspection form.

Training in emergency procedures

 Training in emergency procedures

1.    Worker response in a fire-emergency situation

is directly related to training. All workers on site

should be aware of the procedure for reporting

a fire and evacuating the worksite. These

procedures should be posted in prominent

areas. All workers should be trained concerning

these procedures.

2.    Emergency telephone numbers should be

available to all workers,

3.    An alarm system should be provided to alert

all workers of a fire emergency. Designate a

location where all workers will assemble following

evacuation and confirm that all personnel have

been safely evacuated.

4.    Selected workers on each work shift should

be trained in the proper use of portable fire

extinguishers. Training should address the four

classifications of fire, the type of extinguishers

suitable for each class and the proper technique

to be used in operating each type. Extinguisher

suppliers or the local fire department may be

willing to provide, or assist in, this training.

Notify fire department first. Then utilize fire

extinguishers by trained personnel for the initial

small stage of fire.

Fire protection plan

 Fire Protection Plan

It is essential, therefore, that an effective

fi re prevention and extinguishing plan be

developed before the onset of construction.

The plan should be put into practice as soon

as construction operations begin and should be

closely followed throughout the course

of construction. The fi re protection plan is

a vital segment of the overall project safety

program. Required detail will depend on

the size and complexity of the construction

operations involved. This data sheet lists the

elements that should be covered in the plan.

Fire investigation

 Fire investigation:

Regardless of its size or resultant damage,

every fire should be investigated to determine

its cause and to evaluate the effectiveness of its

extinguishment.

Each investigation should yield information for

corrective measures designed to minimize the

possibility of recurrence and, where needed, to

improve fire suppression.

Temporary electrical equipment Fire safety

 Temporary electrical equipment:

Temporary electrical installations often present

serious fire and shock hazards to employees.

All electrical installations and repairs should be

performed by qualified personnel and must

comply with applicable provisions of the

National Electrical Code (NFPA 70). The type

and size of conductors should be adequate

for the expected load. Proper fuses or circuit

breakers must be provided. Conductors must

be located off floors where possible and be

installed so as not to be subject to physical

damage. In areas containing flammable vapours,

smoking or dusts, only electrical equipment

specifically designed for use in such hazardous

locations should be used.

Equipment maintenance

 Equipment maintenance:

An important part of fire protection is proper

maintenance of equipment, particularly gasolineor

diesel-powered types. Attention should

be given to fuel tanks and lines, carburetors,

hydraulic reservoirs, and exhaust systems. For

fixed equipment such as power units for hoists,

exhausts and muffler systems should be clear

of combustible materials. Equipment should be

regularly inspected and maintained by qualified

personnel, and complete records should be

maintained. Give particular attention to fueling

methods. Mobile equipment should be fueled

outside the building.

Automatic sprinklers

 Automatic sprinklers:

Expedite the installation of automatic sprinklers.

Underground mains, hydrants and a source of

water should be provided in the earliest stages of

construction. The goal should be to get sprinklers

in service ahead of combustible occupancy and

immediately following combustible construction.

In multi-story buildings, capped standpipes

with hose connections should be extended

upward as the various floors are constructed.

There should be a conspicuously marked fire

department pumper connection on the outside

of the building at street level. The local fire

department should be aware of the existence

of the connection as soon as it is in service.

Types of fires

 1.    Class A fires occur in wood, rubber, paper,

cloth and most plastics. The most effective type

of extinguishing agent is one using water, or

solutions containing large concentrations of water,

because the ‘‘quenching-cooling’’ effect reduces

the temperature of the burning material below its

ignition temperature. Fire extinguishers suitable for

this type of fire are designated with a classification

of “A” on the label.

2.    Class B fires occur in flammable or combustible

liquids, such as petroleum products and greases.

A “blanketingsmothering” effect of an agent that

excludes oxygen or inhibits the chemical chain

reaction is most effective. Extinguishers labeled

“Class B” employ carbon dioxide, dry chemical,

Halon or foam.

3.    Class C fires involve electrical equipment. The

extinguishing agent must be non-conductive.

Carbon dioxide, dry chemical and Halon are

the normal types used for electrical fires.

4.    Class D fires involve combustible metals such as

aluminum, magnesium, zirconium and titanium.

The use of water and some other conventional

types of extinguishing agents are ineffective and

may cause a violent reaction. These fires can

be extinguished with specially prepared agents.

Where this hazard exists, extinguishing agents

with a D-class rating should be provided.
